The Presidency informed the Council about the outcome of the conference « Finding the balance: exploring solutions in the debate surrounding patents and plant breeders’ rights », held in Brussels on 18 May 2016.
The conference looked into the interface between plant protection deriving from plant breeders rights and plant protection coming from a patent. The discussion focused on the frictions between the two systems and the potential lack of clarity in their relations. Several delegations shared theseconcerns. The Commission was open to work towards a clarification of the links between the two systems and supported measures that ensure fair access for breeders to patented material. »
